"Pam and I are saddened to hear of the passing of Mayor Oberndorf; who was a genuine trailblazer for women in politics and the epitome of a true public servant. For more than 30 years she represented the people and the needs of Virginia Beach with integrity and honor. We are forever grateful for her service on city council, as vice mayor, and as mayor. She will be remembered for her leadership, rooted in her deep concern for the community, which excelled at finding common ground and real solutions. Governor McAuliffe Announces Administration Appointments
Governor Terry McAuliffe announced additional appointments to his administration today. The appointees will join McAuliffe’s administration focused on finding common ground with members of both parties on issues that will build a new Virginia economy and create more jobs across the Commonwealth.

Lynette E. Hammond, Deputy Commissioner, Virginia Employment Commission
Lynette E. Hammond previously served as a government relations specialist at Virginia State University where she collaborated with local, state and federal representatives to advance university priorities. During the administration ofGovernor Timothy Kaine, Ms. Hammond served as Deputy Secretary of Commerce and Trade. She has served as legislative liaison for the Virginia Economic Development Partnership and the Virginia Employment Commission and as the Director of the Administrative Law Advisory Committee with the Division of Legislative Services. Lynette received a Master of Public Administration from Virginia Commonwealth University and a Bachelor of Arts from Virginia Tech with a concentration in political science and communications.

Eric Link most recently served as the Executive Director of Legal and Legislative Services at the Virginia Information Technologies Agency (VITA), where he was responsible for providing executive leadership to VITA, as well as overseeing the agency’s interactions with the Virginia General Assembly and the Office of the Attorney General. In addition to his time serving the Commonwealth, Link has worked at both the local and federal government levels. Virginia State Police www.vsp.virginia.gov Media Release News Release No. 1 For Immediate Release: January 28, 2015 VIRGINIA STATE POLICE REMIND DRIVERS: HIT-AND-RUN CRASHES ARE ILLEGAL RICHMOND – In the past two months, five pedestrians and one bicyclist have been struck and killed in eight hit-and-run traffic crashes across the Commonwealth. Due to this alarming rash of fatal crashes involving drivers fleeing the scene, the Virginia State Police is reminding motorists that state law prohibits a driver from leaving an accident scene that involves “…injury or death of a person, or damage to attended property.” Code of Virginia 46.2-894 (http://leg1.state.va.us/cgi-bin/legp504.exe?000+cod+46.2-894) states, “The driver of any vehicle involved in an accident in which a person is killed or injured or in which an attended vehicle or other attended property is damaged shall immediately stop as close to the scene of the accident as possible without obstructing traffic…The driver shall also render reasonable assistance to any person injured in such accident, including taking such injured person to a physician, surgeon, or hospital if it is apparent that medical treatment is necessary or is requested by the injured person. Where, because of injuries sustained in the accident, the driver is prevented from complying with the foregoing provisions of this section, the driver shall, as soon as reasonably possible, make the required report to the State Police or local law-enforcement agency and make a reasonable effort to locate the person struck, or the driver or some other occupant of the vehicle collided with, or the custodian of the damaged property, and report to such person or persons his name, address, driver's license number, and vehicle registration number.” Any person convicted of a violation of this state law is guilty of (i) a Class 5 felony if the accident results in injury to or the death of any person, or if the accident results in more than $1000 of damage to property or (ii) a Class 1 misdemeanor if the accident results in damage of $1000 or less to property. A Class 5 felony carries a sentence of one to 10 years of confinement in jail or no more than one year and/or a fine of no more than $2,500. A class 1 misdemeanor carries a sentence of up to one year in jail and/or a fine of up to $2,500. “The law is clear,” said Col. W. Steven Flaherty, Virginia State Police Superintendent. “If you have or think you have struck a person, another vehicle, or property, then you are required to stop at the scene. You are required to render aid if necessary or if you are able to, and remain at the scene until a trooper, officer or deputy arrives. The fact that this many drivers are striking a fellow human being and leaving that individual in the roadway to die and, in several cases, be struck again by other vehicles, is not just illegal but inhumane.” The hit-and-run traffic crashes currently under investigation by Virginia State Police are as follows: Dec. 1, 2014 – Frederick County, Va.: A 71-year-old Gore, Va., male pedestrian was struck and killed on Gore Road. Arrest is pending. Dec. 19, 2014 – Frederick County, Va.: A 15-year-old Clearbrook, Va., male pedestrian was struck and killed on Rest Church Road. As several of these hit-and-run crashes are still under investigation, the public is encouraged to call Virginia State Police on a cell phone at #77 or dial 911 with any information or tips concerning any one of these incidents. Avoiding and preventing traffic crashes is the responsibility of all individuals using a roadway. Simply #DrivetoSaveLives: Pedestrians are advised to wear bright clothing. To maximize your visibility at night, wear reflective vests, when available. Dusk and dawn are the most dangerous times of the day for pedestrians. Make sure to use crosswalks and sidewalks, whenever available. Bicyclists are also advised to wear a helmet and bright, reflective clothing. Also, make certain the bike is equipped with reflectors and a light, if/when riding in the dark. Bicyclists are required to ride with traffic and to ride defensively by anticipating the actions of other road users and watch for road hazards. Vehicles are required to safely and responsibly share the road with pedestrians, motorcycles and bicyclists. Drivers must remain alert, especially at dawn, dusk and night, for walkers, joggers, bicyclists and motorcyclists. In 2014, the Virginia General Assembly passed a law requiring all vehicles to give at least three feet when passing a bicyclist on the road.

City and Sports Backers Announce New Course for RVA Streets Alive!

Mayor Dwight C. Jones and Sports Backers Executive Director Jon Lugbill were joined by City Council member Parker Agelasto and Richmond City Health District Deputy Director Dr. Danny Avula today in announcing a new course for the third annual RVA Streets Alive! festival on Saturday, June 20.
RVA Streets Alive! will take place in Byrd Park and encompass the areas between Fountain Lake and Swan Lake. The event will close Boat Lake Drive, Swan Lake Drive, Lake Road, and Amelia Street between Shields Lake and Swan Lake from 10 a.m. to 3 p.m. to allow residents and visitors to use these streets to be active through running, walking, biking, and many other physical activities. Vendors will be on site offering health and fitness information and interactive demonstrations.
“I am pleased that through the City’s Healthy Richmond Campaign, we continue to partner in presenting RVA Streets Alive! to encourage healthy and active lifestyles,” said Mayor Dwight C. Jones. “This year’s event will be held in Byrd Park on June 20, as the venue provides open green spaces, scenery and an outstanding atmosphere for residents to be active in various activities.”
The Mayor’s Healthy Richmond Campaign and the Richmond City Health District partner with Sports Backers to host the RVA Streets Alive! festival. The event is free and open to the public. It was created to promote and celebrate active and healthy lifestyles throughout communities by opening up roads and streets safely to the public for physical activity.
“The variety of free activities offered at RVA Streets Alive! is what makes it so much fun,” said Lugbill. “With everything from biking and jump roping to pickleball and zumba, as well as fitness demos from the Active RVA Warriors, it’s a great opportunity to discover a new, healthy passion.”
In 2014, more than 10,000 people attended and interacted with more than 40 vendors.
“RVA Streets Alive! is a fun and exciting way for children, families and individuals of all ages to learn more ways to be active,” said Richmond City Health District Deputy Director Dr. Danny Avula. “Our goal is to put people on the road to engaging in regular physical activity and a healthier lifestyle.”
As part of a larger initiative to increase physical activity to the region’s most vulnerable communities, a grant from the Anthem Blue Cross and Blue Shield Foundation has provided support to RVA Streets Alive! for the past three years. Elbow Road Bridge Closure - April 13, 2015

Virginia Beach Public Works will be closing the Elbow Road Bridge (between Salem Road and Round Hill Drive) to perform required maintenance and repairs.
The bridge closure will begin Monday, April 13, 2015, and will remain closed to traffic for the duration of the maintenance and repair activities. Traffic will be detoured and maps that show the detour routes will be posted on the Virginia Beach Public Works Department’s web page at:www.vbgov.com/publicworks as soon as they become available.
The City’s contractor will start repairs on April 13, 2015, and will be working 24 hour days to expedite the maintenance and repair activity. Current estimate of length of closure is ten days. Variable message board signs will be placed in advance to inform the public.
All work is weather permitting.
This road closure is likely to produce traffic delays, congestion and some construction noise. Advanced warning and detour signs will be clearly posted advising motorists of the road closure and detour route. Citizens are urged to schedule their commutes accordingly to avoid delays.

Alexandria Director of Management & Budget Nelsie L. Birch Resigns to Accept New Position; Morgan E. Routt Named Acting Director

Acting City Manager Mark B. Jinks has announced that Nelsie L. Birch, Director of Management and Budget, will resign effective April 18, 2015, to accept a position with the Government of the District of Columbia. Birch will oversee a portfolio of departments, including Human Resources, Information Technology, General Services, Human Rights, Contracting and Procurement, Public Works, and Motor Vehicles.
"Nelsie has been a leader and innovator in Alexandria," said Jinks. "She helped usher in a new budget philosophy to align long-term outcomes with service delivery, and incorporated extensive community engagement to make our budget more responsive and transparent."
Birch joined the City in 2012 as Director. In addition to overseeing the development of the City's annual operating budget and capital improvement program, she is responsible for management analysis and innovation initiatives. Birch led the creation of the City's first Five-Year Financial Plan, and helped lead Results Alexandria, the City's performance management system.
"I have truly enjoyed living and working in Alexandria," said Birch. "I'm proud of what my team has accomplished, and I'll miss the many great friends I've made here." Jinks also announced that Morgan E. Routt will serve as Acting Director until a permanent Director is selected.
"Morgan has helped develop the last 16 annual City budgets," said Jinks. "I am confident that Morgan will oversee a seamless transition to complete the budget development process."
Routt joined the City in 1999 as a Budget Analyst, and became Assistant Director in 2010. In addition to his role within the City's budget team, he has represented the City in the development of the Washington Metropolitan Area Transit Authority's FY2011 to FY2016 capital funding agreement, as a member of the financial working group on the start-up of the Northern Virginia Transportation Authority, and currently on the Waste-to-Energy facility monitoring group.
Routt is a member of the Government Finance Officers Association. Prior to his work in Alexandria, Routt worked for Prince William County's Office of Management and Budget and Department of Public Works.
Routt holds bachelor's degree in government and international politics from George Mason University and a master's degree in public administration from Virginia Tech.
