McKee: Governor's Budget Lays Foundation for RI Comeback, Shows Commitment to Cities and Towns
PROVIDENCE, R.I. – Lt. Governor Daniel J. McKee tonight issued the following statement after Gov. Gina M. Raimondo's budget address to the General Assembly:
"Gov. Raimondo has laid out a bold agenda that will stimulate economic development, grow jobs and lay the foundation for Rhode Island's comeback.
As a former mayor, I was particularly encouraged to see her commitment to our municipalities, which in past years have been underrepresented at the State House.
Her budget maintains current levels of funding to cities and towns. It proposes a new investment of $20 million in a School Building Authority for the renovation of schools in dire need of repair. It invests in sound infrastructure by fully funding the Municipal Road and Bridge project. And, in a program developed with General Treasurer Seth Magaziner, it supports an Infrastructure Bank for projects that will make state, municipal and commercial buildings more energy-efficient.
I was especially heartened the governor included $100,000 in seed money for a new Municipal Innovation Fund in support of her recent Executive Order putting my office in charge of efforts to help municipalities save money through the sharing of services. The fund will provide an incentive for municipal leaders to collaborate in creative ways to deliver services more efficiently and build partnerships that are likely to reduce redundancies and the unnecessary spending of limited taxpayer dollars.
The governor's budget plan also makes critical investments in education. It provides $1.4 million in funding for universal full-day kindergarten in every community next year, and would direct $1 million to more than triple the number of pre-K classrooms in the next few years.
Gov. Raimondo knows our state can't be successful without financially sound cities and towns, and she is committed to a robust partnership with them. I encourage members of our General Assembly, municipal leaders and my fellow Rhode Islanders to support this budget as we all work together to build a better Rhode Island."

RI State Police HIDTA Task Force Along with North Smithfield Police Department Arrest Woonsocket Man on Firearms and Drug Distribution Charges

Colonel Steven G. O'Donnell, Superintendent, of the Rhode Island State Police and Commissioner of Public Safety, announces the arrest of a man on firearms and drug distribution charges by the High Intensity Drug Trafficking Area (HIDTA) Task Force and the North Smithfield Police Department.
On March 12, 2015 members of the HIDTA Task Force and the North Smithfield Police Department conducted a joint investigation that lead to the execution of a court-authorized search warrant at 697 Park Ave, 1st floor, Woonsocket, Rhode Island that resulted in the seizure of a .9mm Highpoint, model C9 revolver with altered serial number, a .25 caliber firearm, six (6) grams of crack/cocaine, forty (40) grams of marijuana and $1,262.00 in United States currency.
Randy Lopez, age: 31, of 697 Park Ave, 1st floor, Woonsocket, Rhode Island is alleged to have been in possession of the weapons and narcotics. He was arrested and charged with:
- Manufacture/Possession with Intent to Deliver Crack/Cocaine;
- Manufacture/Possession with Intent to Deliver Marijuana;
- Possession of a firearm after convicted of a crime of violence;
- Possession of a firearm after convicted of a crime of violence; and
- Alter of Marks of Identification on a Firearm;
Mr. Lopez was also a probation violator when in 2010, he received a ten- (10) year suspended sentence/probation for First-Degree Robbery and Use of a Firearm While Committing a Crime of Violence.
Randy Lopez was processed at the Lincoln Woods Barracks and arraigned in Sixth Division District Court, Garrahy Judicial Complex, One Dorrance Plaza, Providence, Rhode Island before The Honorable Magistrate Joseph P. Ippolitto, Jr. and held without bail on the above charges. A bail review was scheduled for March 27, 2015 in the Sixth Division District Court.
Every person violating the provisions of Manufacture/Possession with Intent to Deliver Crack/Cocaine, classified in Schedule I or II, is guilty of a crime, and upon conviction, may be imprisoned for not more than thirty (30) years, or fined not more than one hundred thousand dollars ($100,000) nor less than three thousand dollars ($3,000), or both;
Every person violating the provisions of Possession of a Firearm after Conviction of a Crime of Violence shall, upon conviction, may be punished by imprisonment for not less than two (2) nor more than ten (10) years; and for penalties provided in this section he or she shall not be afforded the benefit of suspension or deferment of sentence nor of probation;
Every person violating the provisions of Alter of Marks of Identification on a Firearm may be punished by imprisonment for not more than five (5) years.
The HIDTA Task Force is managed by the Rhode Island State Police and is comprised of members from Providence Police, Pawtucket Police, Johnston Police, Smithfield Police, Central Falls Police, North Providence Police, West Warwick Police, United States Bureau of Alcohol, Tobacco and Firearms (ATF), United States Drug Enforcement Administration (DEA), and the United States Bureau of Immigration and Customs Enforcement-Homeland Security Investigations.

Mayor Elorza Announces Citywide Street Sweeping Plan

Street Sweeping to Begin April 5
Mayor Jorge O. Elorza today announced an aggressive citywide street sweeping program that will begin on Sunday, April 5.
"After a historic winter, Providence is ready to welcome spring with street sweeping and yard waste collection throughout the City," said Mayor Elorza. "Providence has to be the City that works and that means making sure city services are working for our residents and our businesses. We will focus on our main thoroughfares and business districts first, and will then branch off into the neighborhoods."
Crews will work to clean streets throughout the City nightly from 10:30PM-7AM, prioritizing main streets and business districts followed by neighborhoods.
Yard Waste Collection Begins April 13
Yard waste collection will begin on Monday, April 13. Residents are encouraged to recycle and compost all yard debris. Yard waste should be left curbside on regular recycling and trash collection days. Sticks and trimmings should be cut shorter than 4 feet and tied together. Yard waste may not be placed in plastic bags.

Dog Licenses
Notice to North Kingstown Dog Owners
Section 4-13-4 of the General Laws of Rhode Island, 1956, as amended, provides that every owner or keeper of a dog shall annually license such dog during the month of April.
Dog License Renewal Hours
Daily from 8:30 A.M. - 4:30pm at the Town Clerk's Office. A new Rabies Certificate will be required if current expiration date is earlier than May 1, 2015, along with license fee of $8.00 per dog (cash or check payable to the Town of North Kingstown)
Renewals by Mail

- License Renewal Form (attached below)
- Rabies certificate (if needed)…to be returned
- Check for $8.00 payable to the Town of North Kingstown

If you no longer have your dog, please notify us so that the dog may be removed from our records. All Inquiries should be made to the Town Clerk's Office, (401) 294-3331, ext. 121 or 123 After Thursday, April 30, the cost of a dog license will be $33.00, the $8.00 license fee and a late fine of $25.00.

Saturday, April 12, 2014 – from 11:00 a.m. – 1:00 p.m. at the North Kingstown Dog Pound – 395 Hamilton Allenton Road. The fee will be $15.00 (cash only). A Rabies Certificate is needed to receive a vaccine good for 3 years; otherwise the vaccine will be valid for only 1 year. All dogs must be leashed and all cats must be in carriers. No dog licenses will be issued at the clinic Dogs must be on leashes.
