SECURITIES DIVISION ANNOUNCES LAUNCH OF ELECTRONIC FORM D FILING
EFD Offers Efficiency for Issuers and Improved Transparency for Investors
ATLANTA, December 15, 2014. – The Securities Division of the Georgia Secretary of State’s Office today announced the launch in Georgia of the online Electronic Filing Depository (“EFD”) to enhance the efficiency of the regulatory notice filing process for certain exempt securities offerings.
Developed by the North American Securities Administrators Association (“NASAA”), of which the Securities Division is a member, EFD is an online system that allows a securities issuer to electronically submit a Form D for a Regulation D, Rule 506 offering to multiple state securities regulators and pay related fees. The EFD website also enables the general public to search and view, free of charge, Form D filings made with various state securities regulators through EFD.
EFD is available at: https://www.efdnasaa.org.
The EFD system is designed to create an efficient, streamlined system for state Form D filing requirements. Issuers will benefit from this uniform and effective regulatory tool, which also strengthens investor protection by improving the transparency of Form D filings.
Rule 506 of Regulation D is a “safe harbor” for the private offering exemption of Section 4(a)(2) under the federal Securities Act of 1933 and also provides an exemption for public offerings to verified accredited investors. Issuers relying on the Rule 506 exemption do not have to register their offerings of securities with either the U.S. Securities and Exchange Commission (“SEC”) or the Securities Division; but, they must file what is known as a “Form D” with the SEC and the Securities Division. Form D contains limited information about the securities being offered and the issuer offering those securities.
The EFD website offers a suite of tools to filers, regulators and the public. The EFD system will be available 24 hours a day, seven days a week, unless the website is undergoing maintenance. In addition to the filing fees required by the states, there is a one-time $150 system use fee for each offering making its filings through EFD. This one-time system fee covers initial, amendment and renewal filings made through EFD.
Use of the EFD system by issuers in Georgia is voluntary.

ATLANTA- Representatives from four new College and Career Academies joined Lt. Governor Casey Cagle in Atlanta today for an awarded check presentation on their behalf. The College and Career Academies represented were Hart County College and Career Academy, Polk County College and Career Academy, Griffin Area College and Career Academy and Hutchings College and Career Academy. Each College and Career Academy will be a part of the College and Career Academy Network backed by the Technical College System of Georgia.
“As Lt. Governor, I am committed to providing every student in Georgia access to a college and career academy. Their proven success at providing our children the relevant, job-related skills they need is more important than ever in the 21st Century economy,” said Lt. Governor Casey Cagle.
Because of Cagle’s initiative, there are currently a total of 33 college and career academies in Georgia. Students from different college and career academies across the state enjoy graduation rates in the high ninetieth percentile and 100% post-secondary or job placement rates.
College and Career Academies, an initiative of Lt. Governor Casey Cagle, partner local school systems with the state’s technical colleges, other post-secondary institutions, and local businesses, enabling the development of high school and college-level programs that train students for quality, in-demand jobs. Students find that the academies’ challenging, hands-on programs provide greater relevancy and value which not only lead to higher graduation rates, but also employment. The specified training for students is attractive to area businesses and communities prosper from the highly-trained and skilled workforce. Businesses have found that partnering with the college and career academies provides a qualified and prepared workforce.
The Four New College and Career Academies are listed below with their funding amounts.
- $2.11 million in College and Career Academy funding for the Griffin Area County College and Career Academy, a partnership between the Butts, Pike and Spalding County School Systems and Southern Crescent Technical College.
- $3.11 million in College and Career Academy funding for the Hutchins College and Career Academy, a partnership between the Bibb County School System and Central Georgia Technical College.
- $2.11 million in College and Career Academy funding for the Hart County College and Career Academy, a partnership between the Hart County School System and Athens Technical College.
- $3.11 million in College and Career Academy funding for the Polk County College and Career Academy, a partnership between the Polk County School System and Georgia Northwestern Technical College.

NWS WARNS WIDESPREAD BLACK ICE IN METRO ATLANTA AND NORTH GEORGIA COUNTIES Atlanta, Ga. – Georgia DOT, Georgia Emergency Management Agency and the Georgia State Patrol in coordination with other emergency response agencies will continue to address widespread icing that is expected overnight and early Tuesday morning in metro Atlanta and north Georgia counties. During the overnight hours, 18 GDOT Interstate Response Teams, 15 multi-agency Strike Teams and 10 brine trucks will begin further treatment of interstate highways in metro Atlanta and North Georgia in anticipation of widespread black ice following rain and falling temperatures. The National Weather Service predicts that rain will end around 1 a.m. Tuesday; and temperatures are expected to hover around or drop below freezing in the early morning, around 4 a.m. In his press briefing, Governor Nathan Deal delayed opening state offices in Metro Atlanta until 10:00 a.m. “We have planned, worked on scenarios together and our metro district crews are working closely with the Georgia State Patrol and GEMA on a coordinated plan to keep our roadways clear and safe,” said Georgia DOT Maintenance Engineer Dale Brantley. “We urge motorists to pay attention to weather reports and plan accordingly.” Georgia DOT’s newly configured brine distribution crews began treatment of metro Atlanta interstates and overpasses at approximately 8 a.m. Sunday. Crews ran 12-hour shifts and spread brine on Interstates 285, 85, 75, 20 and 675 and GA 400. Today, those teams began treatment of SR 400 from SR 141 to SR 60 in Forsyth, Dawson and Lumpkin counties; I-575 to Blairsville; I-85 from the Gwinnett County line to South Carolina state line; I-985 to 441 Interchange SR 59/24; one brine tanker truck remained in the Atlanta area to treat isolated spots. Interstate response teams will work through 7 p.m. today; and multi-agency strike teams will continue to monitor and respond to icy conditions as needed. Additional crews in North Georgia, who began treating icy conditions this afternoon, will continue to work throughout the day and overnight. In addition, Overhead Message Signs and digital billboards throughout the state will warn motorists of changing weather conditions and potential for widespread black ice overnight and early morning. SLOW DOWN at least half your normal speed and use a low gear as you drive; Treat a non-working traffic signal as a four-way stop; and Beware of black ice (especially on bridges) and watch for fallen trees or power lines Georgia DOT urges travelers to exercise caution and call 511 for updated information on roadway conditions before getting on the road during a winter weather event. Georgia 511 is a free phone service that provides real-time traffic and travel information statewide, including winter weather closures, reports of icing or other hazardous conditions on interstates and state routes. City of Atlanta Fire Rescue Department Now Accepting Applications for New Recruits
ATLANTA – The City of Atlanta announced today that the Atlanta Fire Rescue Department is accepting applications for its 2015 class of recruits. The application and instructions are available online.
“If you have been thinking about a career in the fire service, now is your chance to join a dynamic, best-in-class operation,” said Interim Fire Chief Joel Baker. “The hard-working, professional men and women of the Atlanta Fire Rescue Department are a primary reason that Atlanta is one of only 19 cities in North America with a fire rescue department that is accredited by the Center for Public Safety Excellence and has a Class One Insurance Services Office rating.”
Individuals applying for employment with the Atlanta Fire Rescue Department must:
- Be a U.S. citizen.
- Be 18 years old or older.
- Possess a valid U.S. driver’s license.
- Have a high school diploma, GED or their equivalent as recognized by the U.S. Department of Education.
- Have an acceptable three-year driving record.
- Successfully complete the Candidate Physical Ability Test, oral panel interview, ASSET examination, background investigation, Captain’s Interview, psychometric examination, polygraph examination, psychological evaluation, and a medical examination.
The deadline to submit an application for the 2015 Recruit Class is April 20, 2015.

Session II Winter/Spring Visual Arts Classes and Workshops Now Registering
The City of Savannah Department of Cultural Affairs is now registering students for its winter/spring visual arts classes and workshops Session II. Day and evening sessions are offered for children, teens and adults in all skill levels. Sessions begin the week of March 2 and run through March 28 and are held at the Department of Cultural Affairs studios, located at 9 W. Henry St.
Four week classes are available, as well as weekend workshops. Visual arts sessions include ceramics, metals and glass. New offerings include balloon belly birdhouse, kite making, intermediate metalsmithing, and surface design & decals on clay
Class fees include instruction, use of studio space, use of equipment and all materials and tools required. Space is limited and advance registration is required. Credit cards are accepted. E-911 Center named best in the state

The Macon-Bibb County E-911 Center under the direction of Dr. Keith Moffett has been named 9-1-1 Center of the Year by the Georgia Association of Public Safety Communication Officers (APCO) and the Georgia Chapter of the National Emergency Number Association (NENA). The award was presented March 11 during the Georgia Emergency Communications Conference in Athens.
“With the consolidation of the City of Macon and Bibb County in January 2014, the E-911 center was established as its own county department, and I’m very proud of the staff for truly rising to the challenges of increasing numbers of calls and the installation of new technology,” says Dr. Moffett. “On the first day of our new government, we were the first test of how the consolidation would work because of our role in protecting the community.”
“I want to congratulate Dr. Moffett and the E-911 staff for this well-deserved recognition. They are proof that consolidation is working and is improving services to our community,” says Macon-Bibb Mayor Robert Reichert. “They are on-call day and night, helping people in time of need, and they have been able to keep that up even facing the challenges that were placed before us. Our gratitude goes to them and all they do to keep us safe.”
In 2013 as part of the Macon Police Department, the Center received 653,951 emergency and non-emergency calls and dispatched 268,092 calls in the former city limits. During the first year as a new department in the consolidated Macon-Bibb County, the Center received 775,163 emergency and non-emergency calls and dispatched 324,259 calls countywide. With the 16% increase in call volume and 18% increase in dispatch calls, the Center answered 63% all calls (emergency and non-emergency) in fewer than three rings with no additional increase in personnel.
Even with the increase in calls and challenges of creating a new department, the Center installed a more advanced 800 MHz communication system from Harris Communications and a new public safety computer-aided dispatch program. These improvements to the center were made during normal operating hours while continuing to process calls. Training for these improvement required team members to work after hours and come in on their off days.
About the 9-1-1 Center of the Year Award
The award of the Georgia 9-1-1 Center of the Year is given to a center that exhibits outstanding professionalism, leadership, and innovation, and service to the community it serves, as well as to its region and state. Award recipients are chosen from a slate of nominees from around the state. Nominations were sent to the South Carolina NENA chapter to review and make recommendations. Having another chapter review the nominations removes any chance of favoritism or loss of objectivity; so that everyone can be assured that the winning nominations were considered and awarded to the most deserving nominee.
