Governor Sam Brownback announces appointment of new policy director
Kansas Governor Sam Brownback today announced the appointment of Brandon Smith as his new policy director, effective March 2, 2015.
“Brandon brings strong experience at the state and federal level that will serve Kansans well,” said Governor Brownback. “I am pleased to welcome him to the team.”
Smith was raised in Olathe and earned his law degree from the University of Kansas. He also holds an advanced law degree from George Washington University Law School. He previously worked as an intern in the 2010 legislative session for Rep. Lance Kinzer as chair of the Judiciary Committee and as a law clerk in the Third Judicial District of Kansas. Since 2011, Smith has worked for the Federalist Society for Law and Public Policy Studies in Washington, D.C.
“Governor Brownback has a strong vision for the future of Kansas and I am grateful to have this opportunity to serve my fellow Kansans,” Smith said. “I am excited to return to my home state and help make it the best place in America to raise a family and grow a business.”

From this data certain conclusions have been drawn: 1. 2014 set another all-time record in the number of new businesses formed. 2. For the past five years there has been growth in domestic filings and total entities in existence. “The formation of new businesses is a leading economic indicator that suggests future years will see additional tax revenue and jobs created,” Secretary Kobach remarked. “This gives me optimism about the Kansas economy in years ahead.” The following are the statistics for the number of new business entities formed for the past four calendar years: 2011 13,646 2012 15,008 2013 15,469 2014 15,780 15,780 is the all time record for the state of Kansas in the number of new businesses formed in any calendar year. Furthermore this record is not associated with any increase in dissolutions or forfeitures. The number of dissolutions has remained relatively constant over the last four years. Hutchinson man sentenced to 21 years for attempted murder
HUTCHINSON – (July 28, 2014) – A Hutchinson man was sentenced today to more than 21 years in prison for the attempted first-degree murder of the Reno County district attorney, Kansas Attorney General Derek Schmidt said.
Michael Sherman, 27, was sentenced to 253 months in the Kansas Department of Corrections by District Judge Trish Rose. In June, a Reno County jury convicted Sherman of attempted first-degree murder. Judge Rose ordered today’s sentence to run consecutive to Sherman’s previous sentence of 165 months in prison for aggravated criminal sodomy.
The charge stemmed from an incident in July 2013 when Sherman attacked Reno County District Attorney Keith Schroeder during a court hearing. Assistant Attorney General Steve Karrer prosecuted the case.

Wichita Bicycle Wayfinding System Plan Steering Committee Members Needed

The City of Wichita is accepting applications to fill five positions on the new Wichita Bicycle Wayfinding System Plan Steering Committee. The Steering Committee will help guide the planning process and development of the Wichita Bicycle Wayfinding System Plan. The plan will serve as a guide to make it easier for bicyclists to navigate the city.
The Steering Committee is expected to hold at least two meetings during the twelve-month long planning process. The meetings are expected to be held in the late afternoon or evenings. Steering Committee applicants should be aware additional work (i.e. reviewing drafts, site visits, etc.) outside of the committee meetings may be requested. It is anticipated the Steering Committee members will be appointed by the Wichita Bicycle and Pedestrian Advisory Board in May. The Steering Committee will be a subcommittee of that board. Turn the Page KC Honored As Pacesetter For Helping 3rd Graders Make Reading Progress

Turn the Page KC is one of 30 communities across the nation to be honored with a 2014 Pacesetter award by the Campaign for Grade-Level Reading following significant improvement in the overall reading levels of students attending summer programs in Kansas City, Missouri
“Summer time should not be a time to step away from reading,” Mayor Sly James said. “It should be a time to read even more. Reading books is a great pastime for kids learning to read, and I’m pleased that Kansas City is a Pacesetter and has earned this award.”
Turn the Page KC collaborates with more than 50 partner Kansas City organizations that work closely to focus on the importance of reading at grade level by 3rd grade. Turn the Page KC also was recognized for its impressive Page Turner Program, a corps of 600 reading volunteers who work to promote school readiness.
In the summer, Turn the Page KC provides trained volunteers to read with kids at summer academic programs. Turn the Page KC’s summer partners include LINC, Upper Room, Freedom Schools and the Boys & Girls Clubs of Greater Kansas City. Turn the Page KC also helped inform parents of summer learning options for their kids.
Turn the Page Kansas City plans to expand the program this summer by training about 50 college students and reading tutors and incorporating them into summer programs across the city.
Ralph Smith, the managing director of the Grade-Level Reading Campaign, said: “Turn the Page KC is to be commended as a national leader in this critically important effort. We’re recognizing the communities that can demonstrate they’re really making a measurable difference in the lives of our children.”
Reading proficiency by the end of third grade is a milestone on a child’s path to high school graduation and later success because it marks the transition from “learning to read” to “reading to learn.”
National tests show that two-thirds of U.S. fourth graders, and four-fifths of those from low-income families, are not reading proficiently. Students who have not mastered reading by that time are more likely to drop out of school and struggle throughout their lives.
Turn the Page KC is part of The Grade-Level Reading Communities Network operating in 167 communities, including 2,100 local organizations, in 41 states plus the District of Columbia, Puerto Rico and the U.S. Virgin Islands.
In joining the network, the communities develop formal plans to address three underlying challenges that can keep young children, especially those from low-income families, from learning to read:

School readiness — too many children are entering kindergarten already behind.

School attendance — too many young children are missing too many days of school.

Summer learning — too many children are losing ground academically over the summer.
The Pacesetter honorees were selected from among 76 communities in the Grade-Level Reading Communities Network, which is dedicated to narrowing the gap between children from low-income families and their more affluent peers. According to the U.S. Department of Education, that gap has widened significantly in recent years, with 80 percent of low-income kids failing to read proficiently in 4th grade compared to 49 percent of their more affluent peers.
In 2011, Mayor Sly James launched a citywide initiative to focus on third-grade reading, identifying it as the most important economic development initiative for the city. This initiative has evolved into the 501c3 organization Turn the Page KC. The organization’s vision is that all third graders in Kansas City will read at grade level or above. Turn the Page KC has mobilized the Kansas City community to collaborate on initiatives to improve school attendance, improve summer learning opportunities and help children start school kindergarten-ready. Over 600 community members have joined the organization’s volunteer Page Turner Program, reading with Kansas City students for one hour each week.
Launched in May 2010, the Campaign for Grade-Level Reading is a collaborative effort of funders, nonprofit partners, business leaders, government agencies, states and communities across the nation to ensure that many more children from low-income families succeed in school and graduate prepared for college, a career and active citizenship.

Topeka Police Department Striving for Excellence
TOPEKA, Kan. –Chief of Police James Brown and City Manager Jim Colson strive to bring excellence in public safety to the citizens of Topeka.
Over the last several months, Chief James Brown has continued to evaluate policies, procedures and operations to identify areas that can be improved to achieve excellence in public safety and community policing.
As a starting point, the City engaged the Thomas and Means law firm to do an independent audit of all police policies and procedures. The Thomas and Means law firm is recognized as the leader in police advising having provided legal oversight to hundreds of Federal, State and local law enforcement agencies across the United States. The City has also engaged an independent company to audit evidence storage policies and procedures to ensure the City remains ahead of the curve regarding evidence storage and documentation.
In addition to engaging outside agencies, the City continues to internally review many areas within the Police Department and all City departments. For example, the City is in the process of reviewing the Justice Department’s 105 page report on judicial and law enforcement actions in Ferguson, Missouri. Reviewing these types of reports can be uncomfortable but it is necessary to ensure familiar problems are not repeated.
Over the next few months, all departments within the City will be reviewing the Ferguson report. The objective is to provide an opportunity for senior leaders to review and discuss the findings of the report for the specific purpose of allowing the City to evaluate ourselves to ensure that we are operating at a level of best practice and in a manner that values all residents of Topeka.
As we continue to receive feedback from both outside and internal reviewers we look forward to developing a series of public engagement activities to share the results and receive feedback from the citizens of Topeka.
