FLORIDA CHAMBER-BACKED SCHOOL CHOICE BILL PASSES HOUSE

Today, the Florida House of Representatives passed a Florida Chamber-backed bill that would empower parents to choose the best learning environment for their students.

HB 7037, sponsored by Rep. Bob Cortes (R-Maitland), establishes a charter school institute to provide technical assistance to charter school applicants, increasing the likelihood that only high-quality charter schools earn approval to educate children. The bill also expands access to charter schools for students, as well as access to virtual K-12 education.

The Florida Chamber believes that a quality education, from early learning to lifelong learning, is Florida’s new economic development strategy and school choice is one way to meet Florida’s needs.

As Senator John Legg, Chairman of the Senate Pre K-12 Education Committee, said on a recentFlorida Chamber Bottom Line,

“School choice is critical. There is no way that the traditional public school system,
a one size fits all model, will work.”

Orlando City Soccer Club Debuts in MLS

In an open letter to MLS Fans on Friday, Commissioner Don Garber introduced its 20th season this weekend with a full schedule of matches which began Friday night when the defending MLS Cup champion LA Galaxy hosted the Chicago Fire on UniMás. Major League Soccer also began a new eight-year partnership with ESPN, Fox Sports and Univision Deportes, providing appointment viewing for MLS fans every Friday and Sunday.

Specifically cited by the Commissioner was the historic MLS debut of Orlando City Soccer Club, when he said, “On March 8, our "MLS Soccer Sunday" debuts when expansion teams Orlando City SC and New York City FC meet in front of a sellout crowd of more than 62,000 fans at the Citrus Bowl on ESPN2.”

He added, “Fox Sports 1 televises back-to-back MLS matches with Sporting Kansas City hosting the New York Red Bulls and Seattle Sounders FC welcoming 2014 MLS Cup runners-up, the New England Revolution.”

“We enter this season at a time of remarkable and rapid transformation, and thanks to you (the fans) the sport of soccer continues to grow Canada,” Commissioner Garber continued.

In Nokomis, better doesn't mean bigger

Nokomis is a community of people who have better things to do than put on airs.

 

 

Almost 15 years ago, when told they could come up with ideas to revitalize their town, the top of their wish list was sewers.

Residents, many with low to moderate income, have long been attracted to this community just south of Sarasota by something as rare as a tourist with unbaked skin — the ability to enjoy a true Florida lifestyle at a bargain basement price.

“It's a chance for somebody of limited resources to get a place on the water,” says Bruce Dillon, chairman of the now-defunct Nokomis Revitalization Committee, who worked for years to translate the people's wishes into a popular plan.

When some communities have the chance to revitalize, they look for ways to bring in bigger and better — more winter residents, waterfront hotels and fancy restaurants.

Nokomis, on the other hand, focused on ways to improve the quality of life for the people who already call it home.

“Families of folks who came here 50 years ago are still here,” says Dillon.

The multimillion-dollar plan, forged through 11 public workshops in 1999 and 2000 and updated in 2010, was hashed out by about 40 civic associations' members.

Some people objected to parts of the plan that called for an arts and office district that would attract more people to the area.

The people are OK with some economic development, as long as code enforcement limits the size and scope of any projects.

For the past decade and a half, crews have worked at bringing the plan to fruition. Most of the priorities have been accomplished, although some sidewalks have to be built and a few sewer lines are still going in. But the work is almost over.

For those who have lived there for years and know the land like a sweetheart's face, the differences are striking.

“Colonia Lane used to be a two-lane road with no sidewalks,” says Dillon. “Now you can look out and see mothers pushing baby carriages down the sidewalk.”

Outsiders, however, might not notice many changes. Some are underground, underwater or not apparent to those driving through the area on U.S. 41.

After sewer lines and safe water, the next concern of residents was reconstruction, streetscaping and lighting of Colonia Lane, one of the major thoroughfares through town.

In recognition of boating as “part of the Nokomis way of life,” according to the plan, next in importance was the dredging of Dona and Lyons bays and Shackett and Curry creeks. Nokomis, bordered by waterways on three sides and laced by private canals, needed more boat ramps, channel markers and canoe trails.

Also important to residents was to be part of the “Rails to Trails” project, utilizing an old railway corridor as a jogging and bicycle path. Called the Legacy Trail, it now covers 10 scenic miles with views of waterways from Sarasota to Venice on its southern border.

Other priorities were landscaping on U.S. 41, increased code enforcement and county-sponsored cleanup days.

Also new are a number of “pocket parks,” small areas of green space, usually including a couple of benches and designed to benefit a nearby neighborhood.

Although many in Sarasota County might not be able to pinpoint just where Nokomis is, one county planner is impressed with how much the small community means to the people who call it home.

“The people there love their community,” says Jane Grogg, Sarasota County's manager for neighborhood services. “There's a small-town feel to Nokomis, and a real sense of pride. They have a desire to improve things, and have worked so hard for it.”

Gainesville Area Chamber Supports Online Voter Registration

Measure has increased efficiency and reduced costs when implemented in other states 

The Gainesville Area Chamber of Commerce of Florida supports Florida Senate Bill (SB) 228, which would create a comprehensive online voter registration system in the state of Florida. The measure was introduced by Sen. Jeff Clemens and would reduce voter fraud, save money, and create a cleaner, more accurate voter file. If approved, Florida would join nearly half of the country in this reform, which would push a new wave of modernization within the state that ultimately would increase government efficiency. Online voter registration is among topics for which a Gainesville Area Chamber-led business delegation today will express support during legislative visits.

“Online registration saves money and is more secure than handling paper application,” Sen. Clemens said. “There’s no reason we can’t have a system in place in six months that will put us on par with the other 20-plus states that allow electronic registration”

Florida would have the potential to save hundreds of thousands of dollars each election cycle with online voter registration. By reducing the need for handwritten forms, supervisors of elections would scale back man-hours needed to process paper registrations and correct errors. Voters would have access 24 hours, seven days a week to an online system that would allow them to enter their own information into a secure system. Arizona was the first state to implement voter registration, and saw the cost of processing registration forms reduced from 83 cents to 3 cents. It is anticipated that Florida could realize similar cost savings.

“The Gainesville Chamber’s support for online voter registration is rooted in the increased efficiency for voters and supervisors of elections seen after implementation of similar reforms in other states,” said Gainesville Area Chamber Vice President of Public Policy Kamal Latham.

Along with the League of Women Voters, the Association of Supervisors of Elections and UF student leaders, the Gainesville Area Chamber recently participated in the Future of Florida Summit hosted by the Bob Graham Center at the University of Florida to focus on online voter registration.

Florida League of Women Voters President Deirdre Macnab said, “Our organization strongly supports online voter registration, which presents a clear win-win for citizens. McNab cited online voter registration as “more accurate, more accessible, and much less costly…(which) explains why states all across the country are climbing on board.”

University of Florida student Frances Chapman said, “Online voter registration provides a convenient option for my peers and me to participate in our government. I am glad to see Florida joining more than 20 states in this accessible, efficient and financially responsible system.”

MANATEE COUNTY - Michael Gallen, a former county commissioner, has joined the Manatee Chamber of Commerce as vice president of public policy and small business.

 

Gallen, who has been teaching politics and government at Bradenton's IMG Academy, replaces Neil Spirtas, a chamber senior vice president who is leaving after 30 years.

The two men will work together through mid-April.

Gallen, also a former teacher in the Manatee County School District, spent four years on the Manatee County Commission before being defeated last summer by just four votes by Charles B. Smith in the District 2 Democratic primary.

Gallen, who was a staff attorney for the Florida House of Representatives Committee on Business Regulation, has a law degree from Nova Southeastern University and a bachelor's degree in political science from the University of Georgia.

"It is going to be difficult to say good-bye to Neil Spirtas after his 30-year career with the Manatee chamber," the organization's president, Bob Bartz, said in a statement on Tuesday. "The work Neil has done on behalf of the chamber and our community has had tremendous impact. Businesses and residents have benefited from his passionate commitment to supporting our local economy and improving our quality of life."

"We are excited to have Michael Gallen joining our team," Bartz said. "He brings a wealth of knowledge of local and state government, a commitment to furthering public policies that ensure a strong business community, and a love of Manatee County nurtured by long-standing family ties and involvement."

The Manatee Chamber has more than 2,100 member organizations representing 74,000-plus employees.
