NATIONAL FEDERATION OF STATE HIGH SCHOOL ASSOCIATIONS NEWS RELEASE Lane Players Can Release When Free Throw is Attempted in High School Basketball FOR IMMEDIATE RELEASE Contact: Theresia Wynns INDIANAPOLIS, IN (May 5, 2014) — Players in marked lane spaces will be able to move into the lane when the ball is released by the free-throw shooter beginning with the 2014-15 high school basketball season. Previously, players could not release until the ball touched the ring or backboard or until the free throw ended. This change in Rule 9-1-4 was one of four major rules changes recommended by the National Federation of State High School Associations (NFHS) Basketball Rules Committee at its April 14-16 meeting in Indianapolis. All recommendations were subsequently approved by the NFHS Board of Directors. The committee noted that the current rule of players in marked lane spaces not releasing until the ball touches the ring or backboard creates two obstacles for officials: 1) attempting to watch the ball strike the ring or backboard while simultaneously attempting to observe if any players/free thrower violate the lane- ine restrictions, and 2) insufficient time for the perimeter official(s) to obtain optimum angles on the players involved in rebounding a missed try. “In recent years, we have moved players along the lane spaces up and removed excess players along the lane lines, so the rationale for changing this rule to its current status is no longer an issue,” said Theresia Wynns, NFHS director of sports and officials education and staff liaison to the NFHS Basketball Rules Committee. In an effort to eliminate excessive contact on ball-handlers and dribblers outside of the lane area, the committee added Article 12 to Rule 10-6 on contact. As a result, the following acts will constitute a foul when committed against a ballhandler/dribbler: 1) placing two hands on the player, 2) placing an extended arm bar on the player, 3) placing and keeping a hand on the player and 4) contacting the player more than once with the same hand or alternating hands. The rules committee also expanded the definition of an intentional foul in Rule 4-19-3d, which now states that an intentional foul is “excessive contact with an opponent while the ball is live or until an airborne shooter returns to the floor.” Wynns said that this revision will address the issue of contact with the elbow and should reduce the subjectivity in making rulings on intentional fouls. In the final rules change, the committee expanded Rule 3-5-3 by identifying anything worn on the arm and/or leg as a sleeve, except a knee brace. These items, including tights, will now be permitted but must meet the color and logo restrictions in Rule 3-5-3. Previously, this rule permitted only arm sleeves and legcompression sleeves. Basketball is the second-most popular sport for girls and third-most popular for boys at the high school level, according to the 2012-13 High School Athletics articipation Survey conducted by the NFHS, with 433,120 girls and 538,676 boys participating nationwide. The sport ranks first in school sponsorship of girls and boys teams with 17,493 schools sponsoring the sport for girls and 17,856 sponsoring the sport for boys.

John Dorsey, general manager of the Kansas City Chiefs, previewed next week’s NFL Draft. The Chiefs have the 18th pick in the first round.ALLISON LONG ALONG@KCSTAR.COM
While previewing the NFL Draft on Friday, general manager John Dorsey repeatedly said the Chiefs would be thorough in their yearly quest to find players.
That means, of course, doing their due diligence on players’ character and intangibles.
“I think that’s important,” Dorsey said. “I think all along, we as an organization have done a really nice job of saying ‘You know what,’ if you get guys that really like football and have a degree of character within their person, I think that goes a long way toward sustaining a high level of success.”
While finding players with high football character is crucial, the research process may reveal some of those players may have issues off the field. Dorsey, however, said that doesn’t necessarily eliminate possible draft choices — it just means more background work is needed.

“When you do your research, you vet every player that you bring in here and try to get the best assessment you can,” Dorsey said. “We’ve always taken that approach.”
Conventional football wisdom states it’s not a bad thing if a team has a few players who play with an edge or some attitude — as long as a team can manage that player on the field and he doesn’t cause problems off it.
Chiefs coach Andy Reid noted the background work on such players is crucial.
“You’ve got to see what the individual is, do your homework on him,” Reid said. “Then you make the evaluation. You’ve got to get what’s real and not real.”
But while Reid said last year’s team was not lacking in players with attitude, it could always upgrade.
“I thought we had enough edge last year and we’ve added to it,” Reid said. “We have guys who, again, like to play the game. They’ve played hard, they’ve played aggressive. I’ve grown to appreciate that. Are you always looking to upgrade and create competition? Absolutely.”
The Chiefs have, specifically, fostered competition in the middle of their offensive line by trading for veteran guard Ben Grubbs and signing guard Paul Fanaika. They also added Tyvon Branch, whose physicality and toughness from the safety position prior to two injury-marred seasons the last two years could only add to that quotient.
Like Reid, Dorsey is comfortable with the amount of chippy, competitive guys they’ve added to the roster, though he added you’re always looking for more.
“I like the energy that’s in the building this week,” Dorsey said. “You know (those players) are around, that’s for sure. The players that are here are truly professional, in terms of the new guys that we’ve added.
“I’ve got a chance to meet them and watch them interact with their peers and they’ve naturally gravitated toward their respective groups. I like the direction we’re headed as a team, and if we can put some more players within that puzzle through the draft, then that’s even more exciting.”
▪ Dorsey also said Friday that defensive end Mike Catapano is up to 295 pounds. Catapano missed all of last season because of a concussion and gastrointestinal virus.

The games will be played June 23 and 26 at 7 p.m. Tickets are currently available for Williams Education Fund members; seating will be based on WEF level and points. A two-game ticket package is available for $50. General public sales will begin on May 13. The United States International University Sports Federation (US-IUSF) selected the Jayhawks to represent the United States in the World University Games, which takes place July 3-14. Even though selected by the US-IUSF, all the costs associated with the trip are the responsibility of the institution. The proceeds from these two exhibition games will help fund these expenses.
The World University Games, as well as the two exhibition games, will be administered under FIBA rules. The most notable differences from the college game are the four, 10-minute quarters and a 24-second shot clock.
